Name-Based Case Searches
West Virginia gives the public two ways into Roane court records. The official Court Records Access page sends Circuit Court searches to WVPASS. Magistrate Court searches go to MCRSearch. Keep the two straight. WVPASS handles public Circuit Court records and documents. That includes public material the Circuit Clerk keeps. MCRSearch covers Magistrate Court case information for misdemeanors, traffic, small claims, and preliminary proceedings.
- Identify the court from a notice, citation, pleading, or known case type before entering a name.
- Open WVPASS for a Circuit or public Family record, or complete the MCRSearch continue and CAPTCHA step for a Magistrate record.
- Enter the name using the spelling in the court paper. MCRSearch documents first-name and last-name fields; WVPASS officially confirms party-name searching but not the exact public syntax.
- Open a possible match and compare the county, court, case type, filing date, and case number. Contact the correct clerk when the match remains uncertain.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| WVPASS Party Name | Text search | Unspecified | The FAQ confirms the option but does not publish exact first/last syntax. |
| MCRSearch First Name | Text | Optional or unspecified | Use the spelling in the case file. |
| MCRSearch Last Name | Text | Optional or unspecified | No minimum character rule was located. |
| Continue / CAPTCHA | Challenge | Yes | Required before reaching the Magistrate search form. |
Roane Case Search Portal Choice
The case type usually points to the right system. Felonies, major civil matters, appeals, and Circuit Court cases live in WVPASS. Public Family Court information follows the Circuit Clerk route as well, though family-file confidentiality sharply limits what anyone outside the case can see. Misdemeanors, traffic matters, small claims, personal-safety matters, and preliminary felony hearings normally belong in MCRSearch.
Municipal ordinance matters need a third distinction. Spencer has an ordinance-created Municipal Court, but the city posts no general docket search. Reedy offers no municipal portal either. Read the citation for the named court. The matter may later reach Circuit Court on appeal. If it stays public, WVPASS may show the appeal.
Start with court level: WVPASS and MCRSearch are complementary systems, not two versions of the same Roane County docket search.
Case Number Searches
An exact case number beats a common name almost every time. Copy it straight from the newest citation, order, notice, or clerk record. Keep every letter, digit, and dash. WVPASS confirms case-number searching, though its FAQ publishes no fixed mask. MCRSearch also offers a case-number field. It advises users to contact the filing-county clerk to validate the result.
The Circuit and Family E-File lookup documents a structured route for registered users. Pick the county. Choose standard or non-standard case type. Choose the case type, enter the year and sequential number, then continue. That workflow helps explain the parts of a known number. Even so, E-File is not the ordinary public docket portal. Public users should rely on WVPASS for public Circuit records.
The Magistrate Payment System shows formats such as ##-M##X-##### and M##M-##########. Those examples belong to an exact-ID payment lookup. Do not force them onto every MCRSearch case. Enter the identifier exactly as the court issued it.
Roane Payment Search Is Different
The Magistrate Court Payment System exists to find an assessed obligation. It does not display a full docket. Three exact-match routes are offered. Use the Citation ID Number, Case ID Number, or Payment Plan ID Number. Citation County stays optional. The state tells users to preserve dashes and enter the ID exactly as written.
A failed payment lookup does not prove the case is missing. The citation may not be assessed yet. The identifier may be wrong. Or the matter may not run through that system at all. Restitution is not accepted there. Each successful payment carries a $2 WV.gov charge. Use MCRSearch for Magistrate Court case events and docket entries. Call the clerk when a payment record and the court record do not line up.
Case Search Results Explained
A result page is a compact view of the court’s record. The 2026 Circuit Clerk Procedural Manual calls the docket the master reference for a case, indexing filings, process, orders, verdicts, judgments, parties, attorneys, and fees as the matter progresses. MCRSearch sorts comparable information into labeled blocks. Not every field applies to every case.
| Case Number | The court identifier used to locate and distinguish the record. |
|---|---|
| Style / Parties | The case caption and publicly displayed plaintiffs, defendants, petitioners, or respondents. |
| Case Type | The category and court level, such as criminal, civil, traffic, or family. |
| Filed Date | The date the case or initiating paper entered the clerk’s record, not necessarily a hearing date. |
| Status | An open, closed, pending, or disposed indicator that must be read with the latest docket entries. |
| Events | Scheduled or completed proceedings with date, time, place, officer, and event status when available. |
| Disposition | The recorded result for a case or charge, which may have a date separate from the entry date. |
Roane MCRSearch Detail Blocks
MCRSearch can return up to 30 records. Narrow a broad name result with the known case number. Check that the result truly belongs to Roane County. Its detail screen can display many blocks. These include BASIC CASE INFORMATION, RELATED CASES, CASE CHARGES, Non-Monetary Sentences, CIVIL JUDGMENTS, BOND INFORMATION, CASE EVENT SCHEDULE, CASE PARTIES, DOCKET ENTRY, and WORTHLESS CHECK INFORMATION.
These headings help. Magistrate searches stay useful even without document images. A user may see that an event or judgment was entered. The filed order behind the entry is not available through MCRSearch. For a copy, contact Magistrate Court Clerk Cynthia L. Morgan at 304-927-4750 or visit 208 Court Street in Spencer. Magistrate Administrative Rule 11 sets ordinary photocopies at $0.25 per page. Confirm certification or a special medium with the office first.
Two Ways to Search: County and State
Roane does not run its own county-built search portal. Both public tools are statewide, yet each routes back to a different local office for validation and copies. The comparison that matters is Circuit-level statewide access versus Magistrate-level statewide access, with the clerk closing the loop.
| WVPASS Circuit Search | MCRSearch Magistrate Search |
|---|---|
| Public Circuit Court cases from July 1, 1999 forward | Public Magistrate Court case information |
| Party name, case number, and other filters confirmed | First name, last name, or case number after CAPTCHA |
| Free case-detail browsing | Free information, with up to 30 results |
| Public document viewing at $0.25 per page plus card fee | No document images; request copies from the Magistrate Clerk |
| Circuit Clerk supplies certified or missing records | Magistrate Clerk validates results and supplies records |
Roane WVPASS Starts in 1999
WVPASS reaches Roane County Circuit Court cases filed on or after July 1, 1999. Anything earlier sits outside the portal. That does not mean the case is gone. The Circuit Clerk can still search paper files, microfilm, and other retained records by hand. When you write, name the court and the rough year. Add the case style. Give the case number if you have it. State the exact record you want. Roane's past adds a second limit for very old digging. Spencer has hosted three courthouses on the same spot. They went up in 1856, 1887, and 1965. Fire took the first two and their records with them. So the portal's 1999 start date and the historic record loss are two separate problems. Clerk and archival work may show what survived. Neither fact promises every older docket can be pulled back.
Roane Case Search Clerk Fallbacks
When the portal comes up empty, go straight to the clerk who holds the file. Circuit and Family records belong to Circuit Clerk Andrea Stockner at 304-927-2750. Her office sits in the Roane County Courthouse at 200 Main Street, Spencer, with mail to P.O. Box 122, Spencer, WV 25276. Magistrate records run through Magistrate Court Clerk Cynthia L. Morgan at 304-927-4750. Her office is at 208 Court Street in Spencer. A good request names the court and the exact case number if known. Add the case style and the approximate filing year. Name the event or document you need. Ask whether the record is public, archived, not yet indexed, or held by a different court. Roane posts no online copy-order form or email request channel. It guarantees no processing time. Call for the current submission and payment steps before you send anything.
Which Cases Stay Restricted
Most Roane County court records are public, but not all. WVPASS leaves out sealed and juvenile cases. Family Court pleadings, recordings, exhibits, and related materials stay confidential unless a rule, an order, or another exception opens them. Adoption, abuse-and-neglect, protected domestic-violence information, and some material involving minors may also stay out of ordinary search results. Filings that are public must still guard sensitive data. Some identifiers get omitted or protected. These include full Social Security numbers, tax IDs, driver's-license and passport numbers, account or card numbers, PINs, and passwords. Victim, witness, juror, informant, and street-address information may be restricted too. A missing result never proves no case exists. Check the spelling, court, number, and filing period, then ask the clerk whether the matter is archived, unindexed, confidential, or sealed. Do not try to slip past a restriction.
Roane Public Docket Versus Copy
Browsing WVPASS case details costs nothing. Document access requires a free account. Viewing or downloading runs $0.25 per page plus a card-processing fee. Purchased files stay in your account history for 30 days. A failed download can be retried from that history without paying again. A WVPASS download is not certified. For certified copies, turn to the Circuit Clerk. It also serves public records missing from the portal. Ask the office for the current certification cost before ordering; Roane publishes no set amount. MCRSearch shows no document images at all. Its users must request the underlying Magistrate Court paper from that court's clerk.
Roane Mobile Case Search Access
WVPASS works well on phones and runs on current versions of major browsers. It relies on email verification and two-factor authentication, and an account permits only one active session. Search history lets you revisit a case. It is not an alert service. The portal offers no bulk downloads and no automatic case-update notices. MCRSearch works from a computer, a phone, or a public-library machine. Its CAPTCHA and its cap of 30 returned records can make a broad name search less useful on any device. Keep the exact case number handy when you can. WVPASS announces scheduled maintenance in advance. Roane publishes no refresh timetable for either portal.
Verify Roane Case Search Results
MCRSearch says plainly that it guarantees neither accuracy nor completeness. It does not produce a full civil or criminal history. Treat that warning as a prompt to verify, not a reason to skip the portal. Before calling, write down the case number and filing date. Add the court, case type, the relevant event, and the document you want. WVPASS search controls can change over time. The official FAQ confirms party-name, case-number, and other filters without listing every current field. Trust the controls on the screen. Do not assume an undocumented date, county, or status filter exists. For a court date, a result, or an official filing that truly matters, one source settles it. The clerk's own record is the final word.
